Man allegedly rams his wheelchair into two ladies, arrested on battery charges

BEDFORD – Bedford man arrested after police respond to a domestic dispute at Cambridge Square Apartments.

Police officers arrest Donald Phillips, 66, following an incident involving multiple battery charges and resisting law enforcement.

According to the probable cause affidavit filed by Officer Stuart Ratcliff, officers were dispatched to the Cambridge Square Apartments at approximately 1:23 p.m. on Tuesday, October 8 after reports of a battery incident that had occurred around 12:30 p.m.. Upon arrival, officers met with the building manager, who directed them to the apartment of one of the victims.

A female victim told officers that while she and another female were preparing to enter the building, 66-year-old Donald Phillips approached, pushing a wheelchair with a pack of beer on it. She alleged that Phillips intentionally collided the wheelchair with her left ankle and also struck her grandmother in the hip, back, and leg multiple times. Both women reported experiencing pain as a result of the incident.

One female had visible marks on her ankle, while the older female experienced chest pains and requested evaluation from emergency medical services.

A male witness corroborated the victims’ account, saying Phillips had hit both women with his wheelchair.

When approached by police, Phillips reportedly became aggressive and attempted to resist arrest. Officers were eventually able to place him in handcuffs and transport him to the Bedford Police Department for processing.

Phillips claimed that the encounter was accidental and alleged that the victims had been cursing at him.

Phillips was transported to the Lawrence County Jail on two counts of battery causing bodily injury and resisting arrest.

Those facing criminal charges are considered innocent unless convicted through due legal proceedings. Accusations alone do not imply guilt; the judicial system will evaluate the presented evidence to reach a verdict.
