BEDFORD — Residents in and around Bedford are facing a series of utility rate increases as local providers move to offset rising operational costs and wholesale price hikes.
The East Lawrence Water Authority (ELWA) announced it is implementing a 30% rate increase for its customers, a direct response to a significant price jump from its primary supplier. The Authority, which purchases 100% of its water from the City of Bedford, was notified that wholesale costs surged by 30% starting in January.
For ELWA customers, this means the minimum bill for 2,000 gallons of water will rise from $21.57 to $28.04. The change will first appear on bills mailed at the end of March, reflecting water usage throughout February. Authority officials said the decision was necessary to ensure long-term service reliability, citing a nationwide trend of rising costs for utilities and supplies that has made it impossible for the agency to absorb the higher expenses.
The ELWA increase follows a broader trend of utility adjustments within the City of Bedford itself. Under Ordinance 22-2025, Bedford’s own residential water rates increased by an estimated $8 per month for an average household of four. That change took effect with the Jan. 20 billing cycle.
Bedford residents are also seeing incremental increases in other services as part of multi-phase ordinance rollouts. Sewer rates rose by $3.53 per month starting in February under the third phase of Ordinance 4-2024, while residential trash service fees saw a modest $0.50 increase in late December.
Despite the rising costs, data released by the City of Bedford suggests that local rates remain competitive compared to the broader region. According to a 2025 comparison of water rates based on 5,000-gallon usage, Bedford ($41.19) and East Lawrence ($47.55) sit at the lower end of the pricing spectrum. In contrast, neighboring Mitchell charges $61.36 for the same usage, while rates in North Lawrence and South Lawrence reach $80.44 and $106.14, respectively.
