BEDFORD – A local woman was taken into custody Monday morning following a neighborhood dispute that allegedly involved property damage and the violation of a protective order.
Debra S. Goins, 65, was arrested by Bedford Police on February 9th after officers responded to a report of criminal mischief in the 600 block of O Street.

According to a probable cause affidavit filed by Officer Steven Hatton Jr., a neighbor reported that Goins was captured on a ring security camera removing tape from his carport and narrating her actions. Despite the homeowners triggering a camera alarm to stop her, Goins reportedly began spraying the structure with white paint. The spray allegedly drifted through gaps in the carport boards, landing on and damaging a vehicle parked inside.
When Officer Hatton arrived to investigate, he observed dried paint on the vehicle’s hood. He then attempted to speak with Goins as she emerged from her home. According to the report, Goins ignored orders to stop and attempted to retreat into her residence. After a brief struggle during which she reportedly tried to pull away from the officer, Goins was placed in handcuffs and transported to the Lawrence County Jail.
Investigators noted that one of the homeowners has an active protective order and a trespass warning against Goins.
Goins now faces several preliminary charges, including invasion of privacy for violating a protective order, criminal trespass, criminal mischief and resisting law enforcement.
Goins remains in the custody of the Lawrence County Sheriff.
