WASHINGTON — A weekend shooting claimed the life of a 51-year-old local man. Authorities have arrested a 21-year-old suspect in connection with the incident, which occurred on Saturday afternoon.
The Washington Police Department reports that emergency crews were dispatched to the intersection of Southwest 1st Street and Dewey Avenue at approximately 3:33 p.m. on February 7. Responding officers arrived to find a chaotic scene following reports of multiple gunshots.
Police have identified the deceased as Phillip Waggoner, 51. Despite the efforts of first responders, Waggoner was later pronounced dead.

The suspect, identified as Ashton Baxter, 21, was apprehended by officers directly at the scene. Following an initial interview and processing, Baxter was booked into the Daviess County Security Center on the following preliminary charges of murder and criminal recklessness with a deadly weapon.
While the suspect is in custody, investigators have not yet released a potential motive for the shooting. Authorities are urging anyone with information regarding the events leading up to the gunfire to contact the Washington Police Department.
The gravity of the incident prompted a massive response from local and state agencies. The investigation is being spearheaded by the Washington Police Department with significant support from:Indiana State Police and the Daviess County Sheriff’s Office, Daviess County Prosecutor’s Office and Daviess County Coroner’s Office.

Those facing criminal charges are considered innocent until proven guilty through a fair and due legal process. Accusations alone do not imply guilt; the judicial system will evaluate the presented evidence to reach a verdict.
