BEDFORD — The Lawrence County Republican Central Committee has officially scheduled a private caucus to fill a vacancy on the County Council.

The move follows the resignation of Councilman Jeff Lytton, who recently stepped down from his District 4 seat. Lytton, who had previously served as the Council President, resigned his post after moving his primary residence to a different council district, rendering him ineligible to represent District 4.
Republican Party Chairman Chase Cummings will preside over the proceedings, which are set for Thursday, Jan. 22, 2026, at 6:00 p.m. The meeting will take place at the Stone City F.O.P. Lodge at Murray Park.
As per state party rules, the caucus will be closed to the general public. Attendance is strictly limited to candidates, precinct committeemen within District 4, and individuals designated by the County Chairman.
The GOP is currently seeking qualified Republican candidates in good standing to serve the remainder of Lytton’s term. To be eligible for the appointment, interested individuals must submit two specific state forms to Chairman Cummings:
- Indiana CEB-5 (Declaration of Intent)
- CAN-12 (Statement of Economic Interests)
The deadline for these filings is Monday, Jan. 19, at 6:00 p.m.—exactly 72 hours before the start of the caucus.
The power to appoint the new council member rests with the Republican Precinct Committeemen who represent the residents of District 4. If a committeeman is unable to attend the session in person, their Vice-Precinct Committeeman may cast a proxy vote, provided the necessary PX-1 Form is submitted before the meeting begins.
Lawrence County Council District 4 primarily covers portions of Shawswick and Guthrie townships. The individual appointed through this caucus will join the seven-member body responsible for the county’s fiscal affairs, including budget approvals and tax rate setting.
