INDIANAPOLIS – After more than two years of collaboration across Indianapolis and surrounding communities, the Indiana Department of Transportation (INDOT) has concluded its ProPEL Indy Planning and Environment Linkages (PEL) study.

This milestone marks the culmination of a process that engaged residents, businesses, and community organizations across Central Indiana to envision the future of I-65 and I-70 inside the I-465 loop in Indianapolis.
“Public and stakeholder feedback has been the driving force behind ProPEL Indy,” INDOT Commissioner Lyndsay Quist said. “Every idea, every concern, and opportunity shared with us helped shape this study, and we want to thank everyone who provided their input over the last two-plus years.”
More than 1,850 public comments were collected during the study from those who use, work, or live near the interstates. ProPEL Indy’s PEL Study Report, which marks the completion of the study, summarizes and documents planning efforts from start to finish. A short video summary of the report is available here.
The study resulted in a wide range of alternatives for INDOT to consider for the development of future projects on I-65 and I-70 in Indianapolis. These alternatives will require further analysis to determine both feasibility and effectiveness in meeting transportation needs.
“ProPEL Indy represents more than a study, it’s a shared vision for the future of our interstates,” ProPEL Indy Project Manager Sandra Flum said. “By listening to the community and analyzing transportation needs, we’ve laid the foundation for improvements that will enhance mobility, safety, and connectivity for generations to come.”
At this time, no decisions have been made about the future of I-65 and I-70. Factors such as urgency of needs, statewide priorities, and funding availability will be considered when identifying future projects in the study area.
