CAMPBELLSBURG — A husband and wife from Campbellsburg are facing felony charges following a nearly two-month investigation into the near-fatal drug exposure of their 10-month-old child.
On Monday, December 15, 2025, Indiana State Police (ISP) arrested David S. Foutch, 37, and Angela M. Foutch, 25. Both have been charged with one count of neglect of a dependent resulting in serious bodily injury, a Level 3 felony.


The case began on October 27, 2025, when the Indiana Department of Child Services (DCS) alerted ISP Detective Travis Baker to a critical situation at Norton Children’s Hospital in Louisville, Kentucky.
According to police reports, the couple’s 10-month-old infant was first taken to Ascension St. Vincent Salem Hospital in Indiana before being emergency transferred to Norton Children’s. Medical staff in Louisville characterized the infant’s condition as life-threatening and suspected the child had been exposed to an illegal substance.
Over the following weeks, Detective Baker worked alongside DCS and medical professionals to build the case. The investigation included in-depth interviews with the parents and witnesses, a comprehensive review of the infant’s medical records, and subpoenas for toxicology and test results.
After reviewing the evidence, the Washington County Prosecutor’s Office requested warrants, which were issued by the Washington County Circuit Court on December 12.
Troopers from the ISP Sellersburg Post located and arrested the couple on Monday afternoon. Both David and Angela Foutch were taken into custody without incident and booked into the Washington County Jail.
The Indiana State Police have stated that the investigation is ongoing, and no further details regarding the specific substance involved or the current condition of the child have been released.
Those facing criminal charges are considered innocent until proven guilty through a fair and due legal process. Accusations alone do not imply guilt; the judicial system will evaluate the presented evidence to reach a verdict.
