BLOOMINGTON—A coordinated law enforcement effort led by the Monroe County Sheriff’s Office and the Indiana State Police resulted in the arrest of four individuals on Sunday morning, suspected of involvement in a multi-state ATM theft operation spanning Illinois, Michigan, and Indiana.
The investigation began after the Monroe County Sheriff’s Office received a tip on November 23, 2025, from the Pontiac, Illinois Police Department regarding two suspicious vehicles believed to be connected to multiple ATM thefts. The cars—a black Toyota Corolla with Wisconsin plates and a silver Kia Sorento with possible Michigan plates—were reportedly seen frequently changing license plates.
Midnight Pursuit Leads to Arrests
Monroe County Deputies were alerted to key pieces of evidence associated with the suspects, including a “Master” ATM key used to bypass machine alarms and various electronic devices.
At approximately 1:30 a.m., Deputies successfully located one of the vehicles near West State Road 45 and South Leonard Springs Road. After a period of surveillance on the west side of the county, the vehicle traveled north onto I-69. Deputies then initiated a traffic stop for an observed traffic infraction.
Simultaneously, an Indiana State Trooper located the second suspicious vehicle and initiated a separate traffic stop in Morgan County.
Probable cause was established at both traffic stops, and all occupants from both vehicles were arrested. The suspects have also been linked to activity in the Fishers and Noblesville areas, and those local agencies have been notified.
Federal Authorities Notified
Given the interstate nature of the crime and its relationship with financial institutions, the Federal Bureau of Investigation (FBI) has been notified to assist with the ongoing investigation.
All four arrestees face a primary charge of organized theft, a Level 6 Felony.
The individuals arrested, and their charges are:

Kevin O. Palaciosteran, 26, of Newark, NJ:
- Organized theft (Level 6 Felony)
- Possession of marijuana (B Misdemeanor)
- Operating a vehicle while never licensed (C Misdemeanor)

Deiversion Viloria-Sanchez, 20, of Haltom, TX:
- Organized theft (Level 6 Felony)

Giovany Moreno Santamaria, Appleton, WI
- Organized theft, level 6 Felony

Jose Angarita Turizo, 35, Transient
- Organized theft, level 6 Felony
The Monroe County Sheriff’s Office did not immediately release details on the amount of money stolen or the extent of the theft ring’s operation.
