The incident was detailed in a Probable Cause Affidavit filed by Sgt. W. Daugherty of the Lawrence County Police Department.

According to the affidavit, the Sheriff’s Department received a 911 call from the 800 block of Reuter Lane at approximately 10:25 p.m. on November 16 from a male who reported that Cheyenne Starr was threatening him with a knife. Sgt. Daugherty, along with Officers Pruett and Long, responded to the scene.

Upon arrival, Sgt. Daugherty met with the male victim, who stated he had video footage of the incident. He told police Starr had pulled out a multi-tool and threatened to cut his hair, and during the altercation, Starr pulled the male’s hair.

Sgt. Daugherty reviewed the cell phone footage, which showed Starr pulling a multi-tool from his right front pocket and bringing it up towards the male victim while stating, “let me cut your hair off p****.” The male then asked Starr to put the knife down, which he did before walking away. The victim confirmed he wished to pursue charges and signed a battery affidavit.

The affidavit also noted that, prior to officers arriving for the second time that night, a woman from a nearby residence requested to speak with an officer about Cheyenne Starr being on her property in the 800 block of Reuter Lane.

The female reported that Cheyenne attempted to enter her residence on two separate occasions and that she had asked him to leave; he initially left but then returned. Dispatch confirmed that Starr had been previously trespassed from the woman’s property in October.

Based on the evidence and statements, Cheyenne Starr was placed in restraints and transported to the Lawrence County Jail without incident.
