Public input needed: INDOT opens comment period for major transportation plan changes

INDIANA — The Indiana Department of Transportation (INDOT) is seeking immediate public comments on a proposed amendment to its key planning and funding document, the Statewide Transportation Improvement Program (STIP).

The current public comment period for the proposed STIP amendment, known as STIP G26-09, is open until Sunday, November 23, 2025.

The STIP is Indiana’s four-year planning and construction document that lists virtually all state and local transportation projects expected to be funded with federal and certain state funds. If a project is not included in the STIP, it is generally ineligible to receive federal funding.

What is the STIP Amendment?

Amendments to the STIP are required for significant changes to the state’s federally funded transportation agenda. These significant changes include:

  • Adding a new project or phase that was not originally scheduled.
  • A significant increase or decrease in a project’s cost.
  • A major change in the project’s scope.

The STIP is developed on a two-year cycle and is amended monthly; however, significant changes, such as the G26-09 amendment, require formal public review. It must ultimately be approved by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) to move forward.

Minor changes, such as a number change or a slight adjustment to the schedule within the four-year funding window, can be made via an Administrative Modification without a public comment period.

How to Submit Your Comments

The public is strongly encouraged to review the proposed amendments, which translate state and local planning goals into specific projects, and submit feedback by November 23.

To view the specific project changes, interested parties can access the proposed amendments on INDOT’s STIP page. The project list is available under the heading “Draft STIP Documents.”

Comments can be shared through three methods:

  1. Online Form: Utilize the public comment form found on the STIP webpage, located just below the amendment link.
