Man arrested on OWI charges, resisting arrest after erratic driving

BEDFORD A Bloomington man was arrested early Wednesday morning following a police pursuit and a tense standoff that ended with him being physically uncooperative with officers.

David Keith Cobb, 40, was taken into custody by the Bedford Police Department on November 6, facing multiple preliminary charges of operating a vehicle while intoxicated with a prior conviction, resisting law enforcement with force, and driving while his driver’s license was suspended with a prior conviction.

According to the probable cause affidavit filed by Sgt. Trevor Shelhart, the incident began around 1:55 a.m. while he was patrolling the area of 25th Street and Mitchell Road. Sgt. Shelhart observed a 2006 Hyundai Sonata, silver in color, turn onto 25th Street at a high rate of speed, causing the tires to squeal.

As the officer followed the vehicle, he observed multiple traffic infractions, including:

  • Driving left of center.
  • Failing to come to a complete stop at the 24th Street and I Street stop sign.
  • Traveling completely on the wrong side of the road (eastbound in the westbound lane) on 24th Street.
  • Failing to stop at the 4-way stop at 24th Street and H Street.

Sgt. Shelhart activated his emergency lights to initiate a traffic stop. The vehicle finally pulled over by leaving the roadway and pulling completely into the front yard of a home in the 2300 block of H Street.

Upon making contact, the driver, identified as Cobb, initially claimed his erratic driving was due to arguing on the phone and trying to retrieve a dropped phone. He denied consuming alcohol or using drugs.

However, a backup officer, Officer Daugherty, noted the odor of an alcoholic beverage while speaking with Cobb. Cobb was asked to perform standardized field sobriety tests, but initially declined before agreeing.

During the tests, Cobb showed multiple signs of impairment. He was then placed in handcuffs.

While officers were attempting to place Cobb in the patrol vehicle for transport, he tensed his body up and was uncooperative. Once transported to the station, Cobb refused an implied consent test.

A blood draw search warrant was submitted to and signed by Judge Nikirk. The warrant was executed at IU Health Hospital at 3:57 a.m., where blood was collected for toxicology testing. Cobb reportedly continued to be unruly and aggressive while leaving the hospital and had to be restrained by Officer Daugherty.

Cobb was subsequently transported to the Lawrence County Jail for housing.
