Bloomington Common Council sets agenda for Nov. 5 meeting

BLOOMINGTON — The Bloomington Common Council is set to hold a regular session on Wednesday, Nov. 5, at 6:30 p.m. in the Council Chambers (#115) of the Showers Building, 401 N. Morton St. The public may also access the meeting via Zoom.

The agenda includes two ordinances for a first reading and several items for a second reading and resolution.


First Readings

The first reading items are:

  • Ordinance 2025-41 — A measure to amend Title 20 of the Bloomington Municipal Code (Unified Development Ordinance) regarding a use table amendment for “Single Room Occupancy.”
  • Ordinance 2025-45 — A measure to fix the salaries of all elected city officials for the City of Bloomington for the year 2026.

Second Readings and Resolutions

Legislation scheduled for a second reading and resolutions include:

  • Ordinance 2025-42 — An amendment to Title 2 of the Bloomington Municipal Code on “Administration and Personnel,” specifically amending BMC 2.04.380, which covers the Order of Business at Regular Sessions. An Amendment 01 is also listed.
  • Resolution 2025-18 — A resolution to approve the naming of the Stadium District in the area surrounding Miller-Showers Park. This item also includes Amendment 01.
  • Ordinance 2025-32 — A second amendment to Title 20 of the Bloomington Municipal Code (Unified Development Ordinance) concerning a use table amendment for “Urban Agriculture, Commercial.”

Public Comment and Other Business

The council meeting will open with a roll call, agenda summation, and approval of the Sept. 24, 2025, Special Session minutes.

Reports will be given by council members, the mayor, city offices, and council committees.

The agenda provides two opportunities for public comment on matters of community concern not listed on the agenda, with each speaker limited to three minutes. Individuals may speak during only one of these periods. A maximum of 25 minutes is set aside for the second public comment section.

The council will then address the Council Schedule before adjournment. No appointments to boards and commissions are scheduled.
