INDIANA—The Indiana Department of Transportation (INDOT) is actively supporting small, disadvantaged businesses through two distinct reimbursement programs: the Small Business Prequalification Financial Audit Reimbursement Program and the Small Business Hauler Reimbursement Program. Both initiatives are designed to address financial and operational challenges faced by smaller firms, enhancing their ability to compete for INDOT contracts.
Financial Audit Reimbursement Program

The Financial Audit Reimbursement Program aims to address the low population of small businesses that complete the rigorous INDOT prequalification process, which is necessary to bid on larger contracts.
Program Details:
- Eligibility: Must be an Indiana-based DBE (Disadvantaged Business Enterprise) contractor or consultant. The DBE is ineligible if it received audit reimbursement the previous year or has received hauler reimbursement.
- Maximum Reimbursement: Eligible contractors and consultants may apply for reimbursement of up to $5,000 annually for the cost of financial audits.
Small Business Hauler Reimbursement Program

The Small Business Hauler Reimbursement Program specifically targets the hauling industry by providing financial reimbursement for essential costs, such as truck maintenance, repairs, and parts. This program ensures haulers can maintain safe, reliable, and compliant vehicles, helping them compete effectively in the market.
Program Details:
- Eligibility: Must be an Indiana-based DBE hauler. The DBE is ineligible if it received prequalification audit reimbursement or received audit reimbursement the previous year.
- Maximum Reimbursement: Eligible haulers may apply for reimbursement of up to $2,500 annually.
How to Apply
Applications for both programs are accepted online. Applicants must submit a receipt from the audit or contact information to verify the services rendered.
If already a registered vendor with the State of Indiana:
- Complete the Claim Voucher form.
- Print as a PDF, then submit with copies of audit bills to be reimbursed, along with proof of payment.
- Send documents as a PDF to SmallBusinessReimbursements@indot.in.gov.
If NOT already a vendor with the State of Indiana:
- Complete the W-9 and Automated Direct Deposit Authorization Agreement forms.
- Send forms via email to vendors@indot.in.gov and SmallBusinessReimbursements@indot.in.gov.
- Reimbursement will follow the same steps as outlined above.
