MITCHEL – A Bedford woman was arrested early Monday morning, September 23, in Mitchell after a concerned resident reported a female walking erratically in the roadway.

Mitchell Police Chief Troy Lobosky located the woman, identified as Robin De-Ann Higgs, 46, of Bedford, standing in the fog-dense intersection of Hancock Avenue and 12th Street. According to the affidavit, Higgs was observed bent at the waist, exposing her bare buttocks and appearing “unsteady on her feet,” creating a potential danger to herself and passing vehicles.
When Chief Lobosky called Higgs to his vehicle, her balance was poor, forcing her to lean on the patrol car to remain upright. Higgs provided her name but spoke in a slow, slurred manner, with glassy eyes.
Although the officer did not detect the odor of alcohol, when asked if she had taken any drugs, Higgs admitted to having recently smoked “weed.” The officer also observed a green tint on her tongue, which he recognized as common in marijuana use.
Higgs was unable to maintain her balance to perform a field sobriety test, at which point she was placed in the patrol vehicle and transported to the Lawrence County Jail.
During a thorough search of Higgs’ blue purse at the jail, Chief Lobosky did not locate an ID but did find several items related to drug use, including:
- A metal “DripMore” concealment can contain a clear glass smoking pipe with burnt residue.
- Rolling papers and a “smoker-friendly roller.”
- An empty package of DANK Extracts Cannabis Edibles Orange 200 MG Gummies.
- A faded red pill bottle containing six half-pieces of Gabapentin (800 MG) tablets and a small amount of marijuana.
Robin Higgs was incarcerated and formally charged with public intoxication, possession of marijuana, and possession of drug paraphernalia with a prior conviction.
