BEDFORD– A Bloomington man is facing charges of Operating While Intoxicated (OWI) after police say he was caught speeding and showed signs of impairment during a traffic stop. The incident occurred on Sunday, September 21, 2025, on John Williams Boulevard.
According to an affidavit of probable cause from the Bedford Police Department, Officer Sarah Haluda was on patrol when she clocked a GMC Acadia SUV traveling 48 mph in a 30 mph zone. The officer initiated a traffic stop and identified the driver as John H. Wigley, 61.

Upon making contact, Officer Haluda noted that Wigley had glassy eyes and that she could smell an alcoholic beverage from the vehicle. She also observed an open case of Bud Light on the passenger seat. Wigley admitted to having been drinking and agreed to perform a series of Standardized Field Sobriety Tests.
During the tests, Wigley reportedly showed multiple signs of impairment, including an inability to follow instructions and maintain balance. When asked to take a portable breath test, he refused, stating that he had consumed more than two beers and believed he would be over the legal limit.
Wigley was then read Indiana’s Implied Consent Law, after which he agreed to a chemical test. He was transported to IU Health Bedford Hospital, where a blood sample was drawn for toxicology testing. He was then taken to the Lawrence County Jail and has been charged with OWI and OWI endangerment. His vehicle was impounded.
