BEDFORD — A Bedford man, David Bliven, was arrested on Saturday, August 9, and is facing charges of operating a vehicle while Intoxicated, OWI endangerment, and OWI Per Se. The arrest followed a traffic stop initiated by Bedford Police Department Officer Taylor Daugherty.
According to a probable cause affidavit, Officer Daugherty observed a black Ford F-150 fail to stop at the intersection of 7th and J Streets before making a turn without using a signal at approximately 12:43 a.m.. After initiating a traffic stop, Officer Daugherty made contact with the driver, identified as David Bliven.

Officer Daugherty noted the smell of alcohol coming from the vehicle and Bliven’s breath, and also observed Bliven had glossy eyes. Bliven initially stated he had two beers, and then later said he had three or four.
After Bliven agreed to perform field sobriety tests, which he failed, a preliminary breath test (PBT) showed a blood alcohol content of 0.109. Bliven then submitted to a certified chemical breath test at the Bedford Police Department, which registered a result of 0.112 BrAC at 1:33 a.m..
Bliven was transported to the Lawrence County Jail for housing. He was able to arrange for a family member to pick up his vehicle from the scene
