MITCHELL – A Bedford man was arrested on charges of reckless driving after allegedly being observed by a Mitchell Police officer doing doughnuts in the middle of a city intersection.
According to a probable cause affidavit filed by Mitchell Police Officer Blackwell, the incident occurred around 5:02 p.m. on Friday, May 2nd. Officer Blackwell was at the intersection of North 6th Street and West Main Street, speaking with city workers, when he heard and saw a black passenger vehicle accelerate rapidly and lose traction, causing the rear tires to spin and the car to do doughnuts at the intersection of North 6th Street and West Warren Street.
Officer Blackwell observed the vehicle make at least one complete circle within the intersection before proceeding north. The officer also noted another vehicle that appeared to have been allowed to cross the intersection before the black passenger vehicle was driven in this manner.
At this point, Officer Blackwell activated his lights and sirens and initiated a traffic stop at North 6th and West Brook Streets. The driver was identified as Phillip Dale Lynn Jr., 47, of Bedford.

After speaking with Sergeant Kuhlman, Officer Blackwell decided to arrest Lynn for reckless driving. Reserve Officer McMillen arrived shortly thereafter and transported Lynn to the Lawrence County Jail. Relatives took Lynn’s vehicle and moved it to a nearby residence.
An affidavit of probable cause outlines the investigating officer’s belief that a crime has been committed. Criminal charges are accusations, and the defendant is presumed innocent until proven guilty in a court of law.
