WASHINGTON– A Vincennes man was arrested Monday, February 24, 2025, after an investigation revealed he had inappropriate contact with a minor.
The Washington Police Department (WPD) received a report indicating 36-year-old Semsair Paul was involved in improper communications with a minor.

Following the report, WPD Detectives, with the assistance of the Knox County Sheriff’s Office, Indiana State Police, and the Daviess County Department of Child Services, initiated efforts to locate Paul in Knox County. After a thorough investigation, Paul was located and arrested without incident.
Paul faces a series of serious charges, including attempted rape, child solicitation, sexual misconduct with a minor, sexual battery, and dissemination of material harmful to a minor.
In addition to the law enforcement agencies involved, the Knox County High Tech Crime Unit and Daviess County Department of Child Services also supported the investigation.
Paul is currently being held without bond at the Daviess County Security Center.
Those facing criminal charges are considered innocent unless convicted through due legal proceedings. Accusations alone do not imply guilt; the judicial system will evaluate the presented evidence to reach a verdict.
