Arrest made when concerned citizen calls police about man slumped over his steering wheel on Spice Valley Road

BEDFORD – A Mitchell man was arrested on Saturday after Lawrence County Central Dispatch received a request to conduct a welfare check on a male who was possibly unconscious, slumped over the steering wheel of a vehicle in the 1000 block of Spice Valley Road.

Before police arrived dispatch received a second call reporting the male was out of the vehicle and was believed to be impaired.

When police arrived they found a black Nissan SUV partially parked in the westbound lane and a large group of people around a male who was sitting on the ground. That male was 29-year-old Charles McCullough.

Police say McCullough was impaired by what they believed were narcotics.

McCullough told police he had gone to a store in Mitchell to buy milk and diapers for his 2-year-old daughter and was returning to his residence. He told police he currently lived on Bono Road.

Canine Flek alerted officers to possible drugs in the vehicle. During a search of the vehicle, officers found a small clear plastic baggy under the front passenger seat that tested positive for fentanyl.

McCullough continued to fade in and out of consciousness. He was transported to IU Health Bedford Hospital where he was medically cleared and then transported to jail on charges of possession of a narcotic drug and public intoxication.
