IHCDA Makes $19 Million Investment Into New Integrated Affordable Housing Developments For Persons With Intellectual And Development Disabilities

(INDIANAPOLIS) – The Indiana Housing and Community Development Authority’s (IHCDA) Board of Directors recently approved $19 million in combined funding for Englewood Community Development Corp. and Old Town Companies & Merchants Affordable Housing Corp. to create integrated affordable housing for persons with developmental disabilities through their participation in the Moving Forward 2020 Program.

“The Moving Forward program continues to focus on identifying solutions to complex challenges facing our state,” said Indiana Lt. Gov. Suzanne Crouch, who serves as board chair of IHCDA. “We are pleased to support these two teams as they create new affordable housing options for individuals with intellectual and developmental disabilities.”

IHCDA partnered with the Indiana Family and Social Services Administration’s (FSSA) Division of Disability and Rehabilitative Services (DDRS), along with Energy Systems Network (ESN), to help them identify a team of subject matter experts. These industry experts have worked with the two teams on their built environment, accessible design, adaptive technology, smart home technology, and financing.

“Throughout this process we have been focused on working closely with the teams to identify a variety of community-based services and solutions,” said Jacob Sipe, Executive Director of IHCDA. “The use of technology will further ensure that future residents, including those with disabilities, have an opportunity to participate in the community setting of their choice.”

The IHCDA Board of Directors approved $950,000 in 10-year Rental Housing Tax Credits (RHTC), along with Development Fund loans not to exceed $500,000 for both new developments, making the total investment $19 million. Construction on these two new affordable housing developments is expected to start next year.

Details about the Developments

North End

North End Apartments

North End Apartments, developed by Old Town Companies in partnership with Village of Merici, is a proposed 40-unit, mixed-income, family oriented, integrated affordable housing development to be located in Carmel. Each of the one-bedroom units will be set-aside specifically for those with intellectual and developmental disabilities (I/DD). North End Apartments is part of a larger $100 million, 168-unit master development with surrounding single-family residences, townhomes, offices, and retail.



Passage, developed by Englewood Community Development Corporation in partnership with Noble of Indiana, is a proposed 39-unit family oriented, integrated affordable housing development to be located in Indianapolis. The proposed unit mix contains one, two and three-bedroom units. A total of eight (8) units will be set aside specifically for those with intellectual and developmental disabilities. The development will also include an onsite integrated career center with training opportunities and other technology features to promote greater independence.

The Moving Forward Program, launched in 2015 by IHCDA and ESN, is designed to create affordable housing that increases quality of life while decreasing the cost of living for low to moderate income individuals and families.
