(UNDATED) - Natural-gas bills should be down an average of 13% this winter as compared to last winter, that according to the U.S. Department of Energy.

Forecasts say winter heat bills will be about 11% more than two years ago, however, costs should be down 14% in the Midwest compared to last year's price spike caused by hurricane Katrina.

Vectren CEO Niel Ellerbrook says there are other factors to keep prices down. Vectren expects its prices to be down 15% or about $30 less a month. Citizens Gas expects an 8% decline, or about $14 a month.
