Teen Additionally Charged In Regatta Accident

(MADISON) - New evidence has resulted in three new charges for the teen who drove his vehicle through a crowd at the Madison Regatta last month.
Lab tests showed that 18-year-old Michael Bowen, of Madison, was under the influence of marijuana and allegedly inhaled Freon from a can of computer dust remover.
He was subsequently charged with three counts of operating a vehicle with a controlled substance causing bodily harm.
