Last updated on Friday, September 28, 2018

(MADISON) - This week, two Madison residents were arrested on Neglect of Dependent charges following an investigation into the death of an infant in Madison in July of this year.

The investigation by Indiana State Police Detectives began on July 15, 2018, when Eben Frisque, age 3 months, was found unresponsive and later pronounced deceased inside an apartment located at 121 Taft Drive, Madison, Indiana.

During the course of the investigation, detectives learned that Eben's parents, Deven G. Frisque, 32, and Tara L. Savage, 28, who lived in the apartment with Eben and a second child, had both consumed methamphetamine and other drugs recently while caring for the two children. Both parents tested positive for methamphetamine and other drugs shortly after Eben's death.

An autopsy was completed on Eben Frisque. He tested positive for methamphetamine and amphetamine. The autopsy report listed the cause of death as "Acute Methamphetamine Ingestion".

At the conclusion of the investigation, the case was forwarded to the Jefferson County Prosecutor's Office for review.

As a result, warrants were issued for Deven Frisque and Tara Savage on charges of Neglect of a Dependent, Level 1 Felony.

Savage was arrested on September 25th in Bedford, Kentucky by the Kentucky State Police. Frisque was arrested yesterday at a residence in Jefferson County, Indiana. Frisque was incarcerated pending his initial appearance in the Jefferson County Circuit Court. Savage was incarcerated in Kentucky, pending extradition back to Jefferson County.

Indiana State Police Detectives were assisted by the Jefferson County Sheriff's Department, Kentucky State Police, Indiana Department of Child Services, and the Jefferson County Coroner's Office.
