Oversize / Overweight Vehicle Permitting Program Update

(INDIANAPOLIS) - The Indiana Department of Transportation and the Indiana Department of Revenue are notifying motor carriers of a change to the oversize/overweight permitting program in Indiana. This change will take effect on July 16, 2018.

Bridge engineering analysis, currently required for vehicles weighing 200,000 lbs or more, will now be required for vehicles weighing more than 134,000 lbs. This change is based on extensive research from Purdue University as well as guidance from the Federal Highway Administration, and is necessary for the protection of our transportation infrastructure.

Permitting processes and policies currently in place for vehicles exceeding 200,000 lbs GVW will now apply to permit applications for all vehicles exceeding 134,000 lbs. These permit applications may require additional time for review; while the vast majority (90 percent) of permits will be reviewed and a decision issued within 24 hours and the balance within 2-3 business days, there will be outliers. Regardless of the committed turn-around time, please plan ahead and submit your permit application 7 days in advance of your planned travel date. The existing $10 per bridge crossed engineering analysis fee will apply. 30-day route preapprovals (for the same route, weight, and configuration) will be available for vehicles weighing less than 350,000lbs GVW.

For vehicles with GVW 200,000 lbs or more, the permitting process will remain the same with the exception that vehicles weighing 350,000 lbs or more will no longer be eligible for 30-day route preapprovals. For vehicles weighing less than 134,000lbs (other than self-propelled equipment), the permitting process also remains the same.

Indiana will hold all permitted overweight vehicles in compliance with the requirements of 105 IAC 10-3-3, which have existed since 2014. After consultation with industry and thorough engineering analysis, the following allowances to existing policies for overweight permits will be implemented:

1. Steer / front axle may not exceed 20,000 lbs GAW.

2. All other axles may not exceed 24,000 lbs GAW.

3. Self-propelled equipment may exceed these axle weights; all permit applications for self-propelled equipment will receive a full bridge analysis and may need to make route and other modifications. All permitting fees associated with bridge review will apply.

INDOT believes these limits will protect our infrastructure while allowing the necessary movement of overweight vehicles.

Per request from the industry, an example of the permitting costs for a 134,000 lb GVW vehicle is provided:

Route: Indianapolis to the Illinois State Line, using 1-465N from exit 42 to I-74W to Illinois.

Length = 100 miles

Number of bridges crossed = 38

Permit fees for 134,000 lb GVW and greater:

= $20 base fee + $10 administrative fee + $25 design review fee + $10/bridge crossed + $0.60/mile traveled

Example = $20 + $10 + $25 + 38 bridges ($10) + 100 miles ($0.60) = $495.00

Permit fees for 200,000 lb GVW and greater:

= $20 base fee + $10 administrative fee + $25 design review fee + $10/bridge crossed + $1.00/mile traveled

Example = $20 + $10 + $25 + 38 bridges ($10) + 100 miles ($1.00) = $535.00
