Governor-elect Holcomb Rounds Out Cabinet Appointments With Three Top Indiana Leaders

(INDIANAPOLIS) - Governor-elect Eric Holcomb completed his top appointments with three bold leaders to take Indiana to the next level. Holcomb named Jim McClelland as the Executive Director for Substance Abuse, Prevention and Enforcement to lead Indiana's attack on the drug epidemic.

Elaine Bedel will serve the administration's leadership team as President of the Indiana Economic Development Corporation (IEDC), helping grow Indiana's already booming economy. Finally, Joe McGuinness--current Franklin, Indiana Mayor--will serve as Commissioner of the Indiana Department of Transportation (INDOT), leading the charge on roads and bridges--a key priority in Governor-elect Holcomb's Next Level Legislative Agenda.

Jim McClelland, Executive Director for Substance Abuse, Prevention, and Enforcement:

Jim McClelland recently retired as CEO of Goodwill Industries Foundation of Central Indiana, Inc. after 41 years with the organization where he currently serves as an advisor. During his career with the Indianapolis-based Goodwill, the organization grew from 558 to more than 3,200 employees and from $3 million to $130 million in annual revenue. Over the past 10 years, Goodwill has become a leading organization in efforts to help raise education attainment levels and reduce generational poverty. The organization in 2004 founded Indianapolis Metropolitan High School, a public charter school that serves a high poverty, high special needs population of students. More recently Goodwill created The Excel Center to provide a diploma option for older youth and adults who left school before graduating. Responding to strong demand, The Excel Center now operates in nine central Indiana locations with a total of nearly 3,000 students.

Throughout his nonprofit career, McClelland was active in the international development efforts of Goodwill Industries International, and he was heavily involved in starting new Goodwill chapters in South Korea. He has served on numerous nonprofit boards at the local, national and international levels and chaired several of them. He currently serves on the Dean's Council of the Indiana University Kelley School of Business - Indianapolis, Advisory Board of the Georgia Tech School of Industrial and Systems Engineering, Georgia Tech Grand Challenges Advisory Board, Economic Club of Indiana Advisory Council, Board of Directors of Building Tomorrow and Urban Areas Commission of the Indiana University Public Policy Institute's Thriving Cities Thriving State initiative. McClelland is the recipient of numerous awards and recognitions. He earned a Bachelor of Industrial Engineering degree from Georgia Tech and an MBA from the Kelley School of Business at Indiana University.

Elaine Bedel has served as the CEO and Owner of Bedel Financial Consulting, Inc. since she founded it in 1989. Previously, she was the Director of Personal Finance Planning at Coopers & Lybrand. Elaine is also the author of a personal finance book and is a nationally recognized speaker for conferences such as Schwab Impact, University of Indianapolis and The Financial Planning Standards Board. She is the recipient of a number of awards, including the 2013 Heart of Financial Planning Award, the Top 25 Women-Owned RIAs in the Country, Enterprising Woman of the Year Award, the NAWBO Trailblazer Award, and she was recognized as one of the 50 Distinguished Women in Wealth Management by Wealth Manager Magazine. Elaine is a graduate of Hanover College and she received her MBA from Butler University.

Joe McGuinness, Commissioner of the Indiana Department of Transportation:

"Joe is no stranger to public service, and I believe his leadership and local government experience will be a great asset to every Hoosier," said Governor-elect Eric Holcomb. Joe McGuinness has served as the Mayor of Franklin, Indiana since his election in 2012. During his service as Franklin's mayor, McGuinness implemented innovative infrastructure and economic development projects that transformed the city's downtown area. Joe has been actively involved in transportation and infrastructure planning in central Indiana. He currently serves on the Indianapolis Metropolitan Planning Organization Administrative and Policy Committees, Central Indiana Regional Transportation Authority, and the 2045 Long Range Transportation Plan Steering Committee. He recently served on the Funding Indiana's Roads for a Stronger, Safer Tomorrow Task Force created during the 2016 Legislative Session. Joe has also been honored to serve on the Accelerate Indiana Municipalities' (formerly IACT) Board of Directors, Legislative Policy Committee, and Community & Economic Development Committee. He is a graduate of Franklin College and got his MBA from Indiana Wesleyan University.
