Governor-Elect Eric Holcomb Announces Deputy General Counsel, Inspector General

(INDIANAPOLIS) - Governor-elect Eric Holcomb announced the following appointments:

Cynthia Carrasco, Deputy General Counsel, Office of the Governor:

"Cynthia is a trusted leader who has served Indiana with diligence as Inspector General," said Governor-elect Eric Holcomb. "I look forward to her playing an important role in my administration as Deputy General Counsel."

Cynthia Carrasco has served as Indiana's Inspector General since her appointment by Governor Mike Pence in 2015. Previously, she served as Executive Director of the Office of the Inspector General and the Indiana State Ethics Commission. In these roles, she has been responsible for managing all staff including legal, investigative and administrative employees as well as directing and coordinating activities of the State Ethics Commission. Cynthia is a member of Board of Overseers for Indiana University's Tobias Center for Leadership Excellence, Treasurer of the Indiana University Latino Alumni Association, and a board member of the IU Health Patient and Family Advisory Council. She earned her undergraduate degree at the University of Texas at El Paso before moving to Indianapolis and entering law school at IU McKinney.

Lori Torres, Inspector General:

"Accountability is an integral part of providing good government at a great taxpayer value," said Governor-elect Eric Holcomb. "With Lori's vast legal and ethical experience and her proven leadership abilities, she will serve Indiana well as Inspector General."

Lori Torres serves as Chief Legal Counsel and Deputy Commissioner at the Indiana Department of Transportation. Before her time at INDOT, Torres's state service included a six-year term as the Indiana Commissioner of Labor under former Gov. Mitch Daniels and Lt. Gov. Becky Skillman. She most recently worked at the Indianapolis law firm of Ice Miller where she primarily focused on strategic planning for economic development in southwestern Indiana, and in the regulatory, administrative, and labor and employment areas. Prior to joining Indiana state government, Torres worked as a practicing attorney for 20 years in Johnson, Marion and surrounding counties, primarily at Smart Kessler & Torres. Torres is a Phi Beta Kappa graduate of Indiana University Bloomington with an undergraduate degree in Political Science and Telecommunications, and she received her law degree from Indiana University Robert H. McKinney School of Law in Indianapolis.

Governor-elect Eric Holcomb Appoints Dr. Jennifer Walthall as FSSA Secretary

Dr. Jennifer Walthall, Secretary of the Family and Social Services Administration:

"Jennifer has extensive experience in the fields of public health and medicine," said Governor-elect Eric Holcomb. "Her knowledge and expertise will bring a depth of understanding to the complexity of family and social services and I look forward to working with her in this role."

Dr. Jennifer Walthall currently serves as the Deputy Health Commissioner at the Indiana State Department of Health (ISDH). Previously, she was the Division Chief of Pediatric Emergency Medicine at the Indiana University School of Medicine and an Associate Professor of Clinical Emergency Medicine and Pediatrics. She received her Bachelors degree from the University of Houston and attended the Indiana University School of Medicine. She also received her Masters of Public Health from the Indiana University Department of Public Health.
