Trial Date Set For Former Executive Director Of Knox County Solid Waste Management District

Last updated on Monday, October 24, 2016

(KNOX CO.) - The trial date has been set for the former Executive Director of the Knox County Solid Waste Management District. 51-year-old Tracy Clinkenbeard was arrested last month for embezzling funds when she was the director.

Her trial is scheduled for February 21st in Knox Superior Court.

The Vincennes Sun-Commercial says that the discoveries of a special report filed October 17th by the State Board of Accounts shows that Clinkenbeard appears to have used the district to pay medicine, gift cards and trips to Canada not related to District business. She's been ordered to reimburse the district over $200,000.

In a breakdown of purchases, the newspaper reported Clinkenbeard issued checks totaling $140,800 to the South Knox Band Booster Club from 2010 to 2013. Investigators say that Clinkenbeard altered the board minutes to give the perception that some payments to the booster club had been approved by the district when they hadn't.

The report also alleges that Clinkenbeard issued unauthorized payments totaling $13,400 to a contractor without written contract or agreement. She's also accused of making personal purchases with district money from 2012 to through most of 2015, totaling over $12,000.
