Mayors Gather For Annual Conference

(INDIANAPOLIS) - Donald Trump was a no-show, but 200 mayors gathered in Indianapolis for their annual conference have heard from a second presidential candidate.

A day after Democratic nominee Hillary Clinton's appearance, Libertarian nominee Gary Johnson led the U.S. Conference of Mayors on a whirlwind tour of his campaign platform, from a noninterventionist foreign policy to a free market approach to health care.

But the former New Mexico governor incorporated a couple of nods to his audience, including his longstanding call to legalize marijuana and focus less on prison time for other drugs.

He says the war on drugs has left cities coping with overstuffed jails and citizens removed from the workforce, all to prosecute what Johnson argues are essentially victimless crimes. Johnson says Medicare and Medicaid should be shifted to the states, with cities contributing what they've learned about innovations that can make those programs more efficient.
