State Board Of Education To Consider Setting ISTEP+ Cut Scores

(INDIANAPOLIS) - The Indiana State Board of Education will consider setting cut scores for the 2014-15 ISTEP+ statewide assessment at a special meeting to be held on Wednesday. The special meeting, originally called to consider proposals to change Indiana high school diploma requirements, will be held at 9 a.m. (EDT) in Room 233 at the Indiana Statehouse.

The State Board planned to vote on proposed cut scores during its regular business meeting on October 14. That vote, however, was delayed after a report surfaced the night before the meeting from test vendor CTB/McGraw-Hill that raised several red flags suggesting the online test was more difficult than the paper/pencil version. Since that time the vendor, Department of Education and nationally recognized testing experts reviewed data from the test to determine whether the different testing types were comparable.

"I want to acknowledge the quick work of the test vendor and Department of Education in providing the data required to ensure our students were treated equally in taking the ISTEP+ test," said Sarah O'Brien, 4th grade teacher and Vice Chair of the State Board of Education. "The data reviewed by our independent experts confirms that small, but significant differences in difficulty existed between the online and paper/pencil tests. With the addition of a few bonus points for students who took the online assessment, the experts believe the Board can move forward confidently in setting a single cut score for the 2014-15 ISTEP+."
