Attack Puts Focus On Department Of Corrections Handling Mentally Ill

(MUNCIE) - Advocates want the Indiana Department of Correction to fix what they call a “broken” mental health system after a Muncie man’s arrest in the beating and rape of a pregnant clerk at an adult novelties store.

The attack came just months after Travis Lamont Marlett's release from prison, where he served four years for slashing a Central High School student's throat in 2005.

Mental health advocates say Marlett didn't receive treatment in prison despite reports showing he had exhibited odd behaviors since the sixth grade.

DOC spokesman Doug Garrison tells The Star Press that released offenders should be held responsible for their actions.

ACLU of Indiana legal director Ken Falk says inmates who will return to society should be given the best chance to rehabilitate while in prison.
