Former Housing Official Charged With Forgery, Theft

Last updated on Saturday, April 27, 2013

(JEFFERSONVILLE) - The former head of a southern Indiana city’s housing authority faces forgery, theft and other charges alleging she stole nearly $60,000 from the agency.

Kathy Downes of Jeffersontown, Ky., surrendered Thursday to authorities and entered a not guilty plea as she was arraigned on 60 counts each of forgery, theft and official misconduct. She's being held at the Clark County jail in lieu of a $30,000 cash-only bond, which her attorney says she's unable to pay.

Downes had served as the executive director of the Sellersburg Housing Authority. Police investigators say she forged the names of four board members on checks she wrote to herself.

Attorney Larry Wilder tells The Courier-Journal of Louisville, Ky., that Downes is trying to develop a plan to repay the housing authority money.
