Ciesielski Resignation A Blow To Bisard Case

(INDIANAPOLIS) - IMPD Police Chief Paul Ciesielski resigned Tuesday.

His resignation comes as a major blow to the department, and a potentially devastating blow to the case prosecutors are building against officer David Bisard accused of driving drunk, killing motorcyclist Eric Wells and injuring several others

Just last week a judge ordered tests on a back up vial of blood taken from officer Bisard just after the crash.

Prosecutors hoped that vial would prove Bisard was drunk at the time of the crash.

IMPD discovered in April, the vial was taken out of a refrigerated property room and moved to a property room not refrigerated.

Public Safety Director Frank Straub has called in the FBI to investigate. Straub says, " It'll be up to science to determine what the results or effect on the blood is. What we're concerned about and what caused us to take action and initiate the investigation and ask the FBI to come in was the movement of this vial out of the refrigerator to an unrefrigerated annex our at the police academy."

Mayor Greg Ballard said, "It is too early to tell if this will impact the criminal and civil cases but i also want to apologize on behalf of the city to the families of the victims."

The Mayor and Public Safety Director Frank Straub are now focused on rebuilding the public's trust in the police dept.
