(INDIANAPOLIS)(AP) - A man who draped himself in an American flag after driving an SUV up the steps of the Indiana War Memorial in downtrown Indianapolis surrendered following a police standoff.

Police found the flag-draped, shirtless man standing near a set of bronze doors leaning on a large wooden cross on the memorial's south side about 4 p.m. Tuesday.

The man was lighting small fires. Witnesses say he was carrying a large book and holding a blue pole and at one point pulled out what appeared to be a gun. Police convinced him to take out the clip and throw the gun down the steps.

The man then mooned the police before they moved up the steps and took him into custody just before 5 p.m. It wasn't immediately clear what the man was protesting.
