(UNDATED) - A new $140 million dollar computer system to handle state government's financial transactions is now fully online, 11 years after the process began.
Only a handful of state agencies signed on to the encompass system when then-governor Frank O'Bannon's Administration first installed it in 1998.
Governor Mitch Daniels made it mandatory when he took office in 2005, but it still took until now to bring all the more than 70 state agencies into the network.
