(UNDATED) - With the General Assembly returning next month for a special session, an Indianapolis legislator intends to try again to impose a state spending cap.
Republican Representative Mike Murphy wants to amend the constitution to limit spending growth to the growth rate of household income.
The idea never got a hearing in the regular session, and Murphy concedes the odds are even longer now.
Both House Speaker Patrick Bauer and Senate President Pro Tem David Long have said they hope to limit the special session to the passage of a budget.
Murphy contends there has to be some kind of legal limit on state spending, and says linking it to household income is the most understandable way to do it.
Past spending cap proposals have tied the growth rate to inflation and population growth, or simply required a one-percent cushion between spending and expected revenue.
