Steele And Murphy Call For Spending Caps

(INDIANAPOLIS) - Two Republican legislators are the latest to call for spending caps as part of state law.

Indianapolis Representative Michael Murphy and Bedford Senator Brent Steele say they'll introduce a constitutional amendment to limit government spending increases at all levels to the increase in average household income.

Past spending-cap efforts have focused on state spending, linking it to revenue, inflation, population growth or growth in the state's economy.

Steele says the one spending cap that is part of state law is useless because it exempts bond payments and is easily circumvented through appeals for other spending.

The earliest the amendment could become law is 2010.
