(UNDATED) - Indiana Senator Richard Lugar is encouraging major changes in the way the government assists farmers.
The Republican is proposing the creation of savings accounts that farmers can use to help them when their yield and profits are low. The accounts would replace guaranteed payments and price subsidies.
Lugar claims most farm assistance now goes to large corporations, not small family farms.
