(STATEHOUSE) - Senate Republicans have unveiled their own lottery-privatization plan.
Governor Daniels proposed leasing the operation of the lottery to pay for scholarships to keep Indiana college graduates in state.
Indianapolis Senator Jim Merritt's plan sets aside $400-million for 1,100 scholarships, but it also allocates $600-million to lure top biotech researchers to Indiana. Tax and Fiscal Policy Chairman Luke Kenley (R-Noblesville) says would-be lottery operators will have to bid at least that much just to get in the game.
The plan keeps Daniels' original proposal to require all recipients to live and work in Indiana for three years after graduating.
