(STATEHOUSE) - A democratic state representative wants to make the death penalty mandatory in certain cases when the victim is under 18.
Two years ago, ten-year-old Katie Collman of Crothersville was murdered. Within weeks, Crothersville Representative Terry Goodin rammed an amendment through the House requiring the death penalty for child killers. The bill never got a vote in the Senate.
Even without the heat of emotion, Goodin believes it has a better chance this time, because there'll be more time to discuss it. The new version requires the death penalty when murder is combined with a sex offense, kidnapping or confinement. Goodin argues the decision to seek execution shouldn't depend on what county you're in.
