(STATEHOUSE) - Governor Daniels is dropping plans for tolls on I-69 and instead calling for a new beltway toll road through five of the Indianapolis doughnut counties.

The highway Daniels calls the "Indiana Commerce Connector" would sweep east and south of Indianapolis, from Pendleton to Mooresville. Daniels predicts it would create magnets for development where it crosses interstates near those cities, Greenfield, Franklin and Martinsville.

Cities along the proposed I-69 extension had protested Daniels' suggestion to make it a toll road. Daniels says he's talked to legislators and local officials in the affected areas and doesn't expect a similar problem.

A private company would build the road and collect the tolls. Daniels predicts bids for the job could raise more than a billion dollars, enough to pay for I-69 without charging tolls there.
