(UNDATED) - Indiana senator Richard Lugar, chairman of the Senate Foreign Relations Committee, says a plan has been proposed for Iraq to keep troops there for 12 to 18 months.
The two issues that need to be resolved by the Iraqi Prime Minister are the three major parties and the areas they will be autonomous, and the distribution of oil money.
He says the Iraqi constitution provides for a discussion of the issues and there is a parliament in place that can decide them. Once that is done troops should start coming out of Iraq.
