Indiana Senator Richard Lugar says 2006 brings another year of uncertainty in Iraq.
The Senate Foreign Relations Chair says U-S troop pullout plans should be orchestrated by military officers rather than government officials. The Republican believes that problems still plague the intelligence-gathering system.
He expects insurgents to continue to cause troop casualities. Lugar's appearances on CNN have brought criticism from Republican donors who are showing reluctance to contribute to his re-election.
