Group reframing collective bargaining campaign

The Indiana A-F-L-C-I-O is reframing its campaign for collective bargaining for state employees as a human rights issue.

Union leaders organized rallies in 100 cities to underline the United Nations' 1948 Declaration of Human Rights, which includes the right to unionize.

Indiana State Employees hold that right, but the Legislature has never granted state workers collective bargaining rights with it. then-Governor Evan Bayh did so by executive order in 1989.

Governor Daniels revoked collective bargaining a day after taking office.
