(MARTINSVILLE) - The family of a 3-year-old boy who nearly drowned in a swimming pool plan to take legal action.
Among those listed in the claim, the state and the Morgan and Marion County Departments of Child Services. Also listed are the boy's foster parents.
The complaint alleges the child service providers neglected to make sure the foster parents were properly supervised, trained and qualified for dealing with special needs children.
