Bloomington Board of Public Safety Seeking More Information In Firefighter's Case

(BLOOMINGTON) - Bloomington’s Board of Public Safety wants city attorneys to investigate a firefighter’s alleged behavior before they decide the future of his career with the fire department.

The Herald-Times reports, the board met Tuesday evening to review its disciplinary actions against 48-year-old Richard D. Garvin, who had been on administrative leave without pay for a year before being placed on leave with pay during last month's meeting.

Garvin has worked as a driver for the Bloomington Fire Department for more than 20 years.

The board's disciplinary actions stem from Garvin's arrest on a felony charge of domestic battery with a previous conviction in September 2017. In August 2018, Indiana University police arrested Garvin on two felony charges of invasion of privacy.

All charges from the two criminal cases against Garvin were dismissed in Monroe Circuit Court last month. Board members said then they wanted more information about the dismissal of the charges before making decisions about reinstating Garvin to active duty or possibly giving him a year's worth of back pay.

But City attorney Chris Wheeler told the board the prosecutor's office has made it clear they are not going divulge that information.

Board member Luis Fuentes-Rohwer moved to have the city's legal department investigate and report its findings by Nov. 30.

City attorneys Wheeler and Barbara McKinney will conduct the investigation and report their findings during an executive session.
