Construction Underway To Update Streetscape In Downtown Bedford

(BEDFORD) - Construction is underway to update the streetscape in downtown Bedford.

Below is a list of activities that the city anticipates to happen over the next week. A weekly update will be distributed during the remainder of the streetscape construction.

New work hours are Monday through Friday 6:30 a.m. until 3 p.m. with no work on Saturdays.

Last week's progress:

15th Street (West Half):

Continued backfilling behind edge treatment walls and at Masonic Temple basement.
TC Electric installed light pole foundations and ran wiring.

16th Street (East Half):

Edge Treatment walls completed except for the Limestone Caps which will be installed after all sidewalk and steps are poured.
Sidewalk pouring operations continued (85% complete).
Pour the curb ramp at the southwest corner of 16th Street and I Street.

16th Street (West Half) & 15th Street (East Half):

Duke Energy has been notified that they can begin installing new light pole foundation. Installation date is to be determined pending Duke Energy schedule.
Temporary handrails will be in place until new a handrail is on site and installed.

15th Street and J Street (Northeast corner of intersection):

Removals are complete.
Fire Hydrant has been relocated.
TC Electric installing foundations and pulling wire for Pedestrian signals.

What to expect August 13th through August 18th:

15th Street (West Half):

Continue backfilling edge treatment walls.
Begin setting grade and prep for sidewalk pours. Contractor will first pour sidewalk along the building faces prior to constructing sidewalk and curb along the road.

16th Street (East Half):

Finish pouring sidewalk, ramps and curb.
Begin installing Limestone Caps on the Edge Treatment walls.

Weather could affect some work activities and could cause delays.

Customer Access:

On the southside of 16th Street from J Street to I Street:

Pedestrian access via the ramp at 16th Street and J Street has been restored.
Some stairs remain closed for public safety, due to a lack of handrail.
Access to all business can be obtained via the new sidewalk in front of the Courthouse Annex or via 16th Street and J Street.

On the north side of 15th St from J Street to I Street:

Access to businesses on the east half of the block from I Street to the Masonic Temple can be obtained via new concrete sidewalk. Access is obtained off of I Street.
Businesses west of the Masonic Temple can be accessed via individual walkways in front of the business.

Parking/Traffic:

There will be no parking on the east half of 16th Street during construction of the east half of the block.
There will be no parking on the west half of 15th Street during construction of the west half of the block.
Eastbound US 50 (16th Street) and Westbound US 50 (15th Street) - The right lane will be closed from 7 a.m. until to 4:30 p.m. - Monday through Saturday during construction.
For 16th Street the lane closure configuration will start immediately west of J Street and continue through to the middle of the block between I Street and J Street.
For 15th Street the lane closure configuration will start immediately east of I Street and continue through to the middle of the block between I Street and J Street.

Handrail Status

Cost quotes have been finalized and all drawings have been approved. Approval has been obtained to move forward with a change order to add decorative handrail to the contract.

Stellar Limestone Trail Connector Project

Construction is underway on the Limestone Connector, connecting the Milwaukee Trail at 10th Street to the Downtown
Streetscape and Courthouse Square via Lincoln Avenue/L Street, 14th Street and 17th Street. Below is a list of activities that we anticipate happening over the next week. A weekly update will be distributed during the remainder of the Limestone Trail construction.

Work hours are 7 a.m. until 5 p.m. Monday - Saturday.

Last week's progress:

Finished pouring sidewalk/Trail and drive approaches on Lincoln Avenue from 13th Street towards 14th Street.
Began pouring curb and sidewalk/Trail on 17th Street from J Street towards K Street.
Began installing sod and planter beds on Lincoln Avenue and L Street from 10th Street to 13th Street.

Sod will be watered by contractor every day for 30 days excluding Sundays. Sod was installed on 26 July 2018. Please do not mow the newly placed sod for 30 days from the date of placement due to warranty obligation on the contractor for sod maintenance.

Finished placing asphalt on Lincoln Avenue and L Street from 10th Street to 14th Street as well as on 14th Street from K Street to L Street.
Began reconstructing Limestone Wall on Lincoln Avenue just south of 10th Street.
Began removals along L Street from 14th Street to L Street.
Set up lane closure on L Street from 16th Street to 14th Street. Traffic configuration in said: Southbound Lane Closed,
Northbound one way only is open.
Began installing post foundations for bike rail on Lincoln Avenue just south of 10th Street.

What to expect the week of August 13th through August 18th:

Finish placing planter beds and dirt behind curbs on L Street from 13th Street to 14th Street.
Finish removal on L Street from 16th Street to 14th Street.
Begin installing new storm sewer on L Street starting at 16th Street working towards 15th Street.
Continue pouring sidewalk, curb and rives on 17th Street from J Street towards K Street.

Weather could affect and delay construction activities.

Customer Access:

The new sidewalk on the south side of 14th Street is open to pedestrians.
The sidewalk on the north side of 17th Street is closed from J Street to K Street. The contractor has maintained access to through foot traffic along the south side of 17th Street.
The sidewalk on the west side of Lincoln Avenue from 10th Street to 14th Street is closed. Pedestrian access will be maintained via the sidewalk on the east side of Lincoln Avenue from 10th Street to 14th Street.

Parking/Traffic:

Lincoln Avenue and L Street is open to northbound and southbound traffic from the Round-a-bout to 14th Street.
L Street from 14th Street to 16th Street will be one way north only for approx 45 days beginning 30 July 2018 (Monday).
17th Street from J Street to K Street: The westbound lane is closed. One way eastbound traffic only is open.

Stella Facade Renovation Project

Construction is underway for the Stellar Community Facades Renovation Project. Below is a list of activities we anticipate happening next week. A weekly update will be distributed during the remainder of the Façades Renovation construction project.

Finished EIFS at 1537 J Street
Worked on clock at 1501 J Street
Started scaffolding and EIFS at 1011 15th Street

What to expect the week of August 10th through August 17th:

Continue EIFS at 1011 15th Street
Finish break metal on 1016 16th Street
Start storefront doors at 1011 15th Street
Start tuck-pointing at 1509 J Street
Start new entry at 1509 J Street
