April 2017: Woman Sentenced For Destroying Historic Paoli Bridge; Man Shot And Killed At McDonald's

(UNDATED) - During the month of April, a man lost his life after a shooting in the McDonald’s drive-through; the Grist Mill at Spring Mill State Park celebrated their 200th Anniversary; a woman was sentenced for destroying historic Paoli bridge and a BNL Principal retired and an Oolitic Council President was honored.

Police arrested Evan Schaffer of Orleans after he got into a physical fight, pulled a gun and shot Justin Lampkins in the early morning hours of April 23.

According to Bedford Police Lampkins was found on the pavement outside of the drive-through. He later died from a gun shot wound to the chest at IU Health Hospital.

Schaffer, 23, is facing charges of murder, pointing a firearm, battery resulting in bodily injury and carrying a handgun without a license

Schaffer's attorney, Lawrence County Chief Public Defender David Shircliff, says his client was acting in self-defense when he fatally shot Lampkins, but police say Schaffer instigated the incident.

A six minute surveillance video from the restaurant shows Lampkins holding a 18-inch wooden club during the encounter with Schaffer. Police say it is the same kind of club that truck drivers use to hit their tires to check air pressure.

Shircliff says the video shows Lampkins as the aggressor and Schaffer was only defending himself.

Surveillance video captured three vehicles in line at the drive-through around 1:19 a.m. on April 23. The first vehicle was a truck with Schaffer inside, the second was a car, and the third was a pickup truck with Lampkins as the driver.

Witnesses told police that someone honked a horn and Schaffer exited the truck. He was upset and passed the car and went to Lampkins' truck. He then reached inside the truck's window and hit Lampkins several times.

The video then shows McDonald's employees stepping in and breaking up the fight at Lampkins' vehicle. Those employees told Schaffer to go back to his truck, which he did.

A minute later, the video shows Lampkins moving his truck forward a few feet and Shaffer getting out of his truck again, this time with Lampkins getting out holding the wooden club and walking towards Schaffer.

The two engaged in a short physical altercation before Schaffer pulled out a handgun and shot Lampkins in the chest. Schaffer then got back in the truck and fled south on Plaza Drive South.

Police later pulled the truck over at State Road 37 and Patrick Robbins Way, where Schaffer initially resisted arrest. A 9mm handgun used in the shooting was thrown into some grass near where the truck was pulled over.

Spring Mill Grist Mill Celebrates 200th Anniversary

Spring Mill State Park conducted an Old Mill Tour as part of the Celebration of the 200th Anniversary of the Grist Mill in the Pioneer Village. Construction of the mill began in May of 1817 and was completed in October of the same year.

BNL Principal Retires

Bedford North Lawrence High School Principal Dan Dyke and Springville Elementary Principal Laura Charles retired.

Delvin Nikirk Honored

Delvin Nikirk, former Oolitic Town Council President, was honored by the Oolitic Festival Committee for his community service. Nikirk served on the town council from 1970 to 2017, except for one four-year term he was off the council.
In 2007, he was honored as the grand marshal of the Oolitic Festival parade.

Woman Sentenced To Jail After Collapsing Paoli Bridge

Mary Lambright was sentenced to 180 days in jail for driving a tractor-trail across the historic Paoli bridge causing it to collapse. Lambright entered a blind plea of guilty to the reckless operation of a tractor-trailer; operating a vehicle over bridge, causeway or viaduct while weighing more than maximum weight; disregarding an official traffic control device; and operating a motor vehicle in violation of restriction in March.

Lambright drove the semi over Lick Creek on Christmas Day in 2015. The weight of the truck caused the bridge to collapse.

Lambright apologized to everyone in Orange County saying that it was "a terrible mistake" and she never intended to cause the damage. Lambright said when she crossed the bridge that connects Lick Creek in downtown Paoli, she didn't realize her semi was too tall and too heavy for the bridge to support it.
