Security Video Captures Murder, Schaffer Also Wanted In Minnesota

(MANTORVILLE, Minn.) - Evan Schaffer, who is charged with the murder of Justin Lampkins, is also wanted in Montroville, Minnesota.

KTTC television reports that 22-year-old Schaffer, who is a former Trinton High School student, lived in Mantorville prior to moving to Indiana.

The Dodge County Sheriff's Office currently has a warrant out for Schaffer's arrest.

Schaffer is facing charges of carrying a weapon without a permit and transporting a loaded firearm in Dodge County.

The warrant was issued after Schaffer failed to appear in court for those charges.

Early Sunday morning, Schaffer was arrested for fatally shooting 25-year-old Justin Lampkins at the drive thru at the Bedford McDonald's.

Lampkins graduated from Bloomington North High School in 2010, then spent four years on active duty based at Camp Lejeune in North Carolina in the Marine Corps. He achieved the rank of sergeant by the time he was discharged in late 2015.

His family says his grandfather, an Army veteran, inspired him to join the military.

Lampkins had just begun working on the new I-69 project before his death.

Around 1:19 a.m., Bedford Police officers were called to the parking lot after a report of a physical fight. But before they arrived, they were notified that one male had been shot and the shooter had fled the scene.

When officers arrived they found Lampkins on the pavement outside of the drive thru.

"He was not able to tell officers what happened," Assistant Chief Joe DeWees says.

A witness standing at the corner of Plaza Drive South and 16th Street pointed in the direction of the fleeing vehicle.

Officers stopped the truck at Patrick Robbins Way and State Road 37. Police say there were five people in the vehicle.

Four cooperated with officers while 22-year-old Schaffer resisted arrest.

"The gun, a 9mm, used in the shooting had been thrown into some weeds near where the truck pulled over," Assistant Chief DeWees added.

In the meantime, 25-year-old Justin Lampkins was taken to IU Health Hospital where he later died from his injuries.

Schaffer is currently being held in the Lawrence County Jail on the charge of murder.

Video footage shows Schaffer getting out of the passenger side of a pickup truck that was second in line at the drive thru. He then walked to a truck that was fourth in line, reached in and punched Lampkins, who was driving. Several men who were in the truck with Schaffer tried to get him back to the vehicle, but he returned to Lampkins' pickup.

This is when Lampkins gets out of his truck and they get close to each other - about an arm's length away - and Lampkins pushes Schaffer back.

Police say Schaffer pulled out a handgun and shot Lampkins in the chest.

"It all happened fairly fast," Assistant Chief DeWees says. "All over someone blowing a horn."

Schaffer is also facing a felony arson charge after he allegedly set his own apartment on fire in February.

Bloomington Police say Schaffer told his girlfriend he wanted to get rid of their belongings and start fresh somewhere new.

A neighbor called 911 around 6 p.m. on February 27 to report the fire at Knightridge Apartments in the 600 block of State Road 446.

The fire was contained to a bedroom of the apartment. A fire investigator found an overturned bucket of motor oil in the bedroom and found the oil had been thrown on the walls and floors before it was ignited.

Police arrested Schaffer on a felony charge of arson. He was booked into the Monroe County Jail at 8:17 p.m. on Monday and is being held on a $10,500 bond.

Schaffer and his pregnant girlfriend were not home when the fire started. They told police that they went to McDonald's in Ellettsville for dinner.

According to Sgt. Dana Cole, the couple chose to drive six miles farther to the Bedford McDonald's rather than drive to the McDonald's located just two and a half miles from Knightridge Apartments.

During interview both Schaffer and his girlfriend told police there were struggling financially. Neither one is employed and were behind on their rent.

He is scheduled to appear in Monroe Circuit Court 3 on May 2 at 3 p.m. on those charges.
