(BLOOMINGTON) - The parents of a one-month-old infant were arrested Tuesday after they admitted to dropping the child on his head while they were high on marijuana.

Bloomington Police arrested 27-year-old Belinda Messer-Warren and 27-year-old Jefferson Hewell, on a felony charge of neglect of a dependent.

According to police the baby suffered a skull fracture and bleeding under the skin on the back of his skull.

An ambulance was called to an apartment in the 2600 block of East Second Street around 2 a.m. after the baby wasn't acting right. The baby was taken to Bloomington Hospital. Once there Messer-Warren gave hospital staff a different explanation on how the baby was injured. The staff then called the Department of Children Services. The child was then transferred to Riley Hospital for Children in Indianapolis. Officials said the injury did not appear life-threatening.

In an interview with detectives, Messer-Warren gave conflicting statements. She finally admitted to going to a friend's apartment in the 3200 block of East Longview Avenue where she and Hewell smoked a large amount of marijuana.

As they left the apartment, Messer-Warren told police they put the baby in a combination car seat-stroller. She told police she thought she'd buckled the baby in, but must have forgotten.

Police say as they left the basement apartment, Hewell picked up the stroller to carry it up the stairs and when they reached the top the child fell out and landed on his head on the concrete.

They picked the child up and returned to the Second Street apartment. That is when they noticed the baby wasn't acting right and called 911.

When police questioned Hewell, he confirmed the child had fallen out of the car seat-stroller.

Both were arrested and taken to the Monroe County Jail.
