Kentucky Man Arrested In Connection With 2014 Drowning At Dogwood Lake

(DAVIESS CO.) - The Daviess County Sheriff’s Department arrested a Mount Washington, Kentucky man Wednesday in connection with a May 2014 boating accident at Dogwood Lake in which a Louisville man drowned.

53-year-old Frank Refalo was arrested on a warrant for operating a motorboat while intoxicated resulting in death; operating a motorboat with a blood alcohol level of .08 or more resulting in death; operating a motorboat with a blood alcohol level of .08 or more and operating a motorboat while intoxicated.

Refalo was released from the Daviess County Security Center after posting a $10,000 bond.

25-year-old Jacob Duncan drowned when the boat he and Refalo were in sank. Refalo was able to hold on to a cooler to stay afloat and was rescued by another boater. Rescuers were unable to find Duncan.

His body was later recovered 30 feet from where the boat went down.
